An Update on Our Last Few Meetings


Sorry for the lack of updates, there has been lots of behind the scenes work happening.  Our November meeting was a brainstorming session where we focused on new ideas to raise money.  We decided to switch things up this year and go with a catalog fundraiser. We chose to go with Cherrydale Fundraising and we are confident they will meet all our needs.  Some of the perks of going this route are: Cherrydale takes care of all the work for us, so we don’t need many volunteers to help. They provide $50 in free product to all teachers who get 50% class participation, and money for the principal if we get 40% school-wide participation.  We will have the option to do online ordering and shipping, which is a need we heard from many families. They are also allowing us to have cash donations, which can be done online, and if they are done in $20 increments it will still count towards the incentives.  

At that meeting, we also talked about doing things like hat days and voting for favorite sports teams. 


At our December meeting, we decided to try hosting a New Year’s Eve party.  We partnered with Community Ed and Age to Age to provide a free community event.  We did the concessions and although we did not make much money, it was a great event and we hope to do it again next year!


Our January meeting was just as quick!  We finalized dates for the spring fundraiser, started the conversations about All Arts Day and the All School Shirts.  We will also be running another box top collection in January and decided on a Dance Party as a school-wide reward if we reach our goal!  The classroom winner for January’s collection will receive a PJ day with Hot Chocolate!


Again sorry for the delay and thanks for hanging in there with us!  As always our meetings are the first Monday of the month at 6 pm in Bomber Club.  We serve Pizza and provide childcare.

October Highlights


We had our October meeting on Monday the 7th.  We wrapped up a variety of things including Homecoming (we made $328 for the car smash), Elementary Conferences (Thanks to everyone who helped with food), and the Book fair ( sales were up from last year!).

The first Box Top challenge will be October 14th-25th.  The classroom that collects the most box tops will get an extra recess!  Be sure to keep clipping any box tops you can find! While your cutting out those box tops, don’t forget to be scanning your receipts!  We will be running a school goal this year as well. We have not decided what the school wide prize will be, so stay tuned! Remember if you can’t or don’t want to scan your receipts you can always leave them in the mail box in the office and we will scan them for you!

We will also be selling Tervis brand tumblers with the new Barnum logo on them!  They come in maroon and yellow and look amazing. They are $20 and you can find them at Bomber Club or the Community Ed office, contact us directly to pick one up or you can find them at the following events: Grandparents Day, Goblin Parade, High School Conferences, Choir and Band Concerts, Elementary Holiday Concert!


Septembers Highlights


September Meeting

The September PTO meeting was on the 9th of September and we covered a lot of ground!  Here are the highlights.

We met Greg Campbell the new principal at the high school, he filled us in on some of his plans for the new school year. We also heard from Judy Vittio as to what is new at the Elementary School.  

Elementary conferences are being held in the evenings on October 1st, 3rd and all day on the 4th.  As always the PTO will be providing dinner on the 1st and 3rd. Rustic Dinner will be catering the meal.  We will be reaching out to parents, who filled out the contact forms, and asking them to provide horderves for the 4th for teachers.

We talked briefly about the Title One compact and the importance of filling out the Free and Reduced Lunch form.  Did you know it is directly linked to some major funding for our schools? If you have not filled it out there is still time!

We discussed homecoming and our plans for the Car Smash.  Since homecoming is over with we can proudly say that although we did not raise as much money as we did last year it was still a success and the kids had a blast!  Look for us next year!

Our next meeting will be on October 6th.  We will be going over several tabled items, as well as plans for grandparents day, the goblin parade and the sale of our new tumblers!

Septembers Meeting


Just a reminder that our next meeting will be on September 9th at 6pm in the Media Center at the Elementary School.  We will have childcare provided and snacks!

We will be wrapping up open house, talking about the new box tops program, setting up conference meals and planning homecoming.  It will be an action packed meeting.  Can’t make it? No problem, watch Facebook the week after and I will come on and do a live stream with up dates and ways to get involved.

Also, good luck to everyone on the first day of school!  Watch your packets, PTO is sending a contact letter home.  Fill it out and send it back and be entered into a drawing to win front row seats for the Christmas Program!

Just a reminder the monthly PTO  meeting is tonight at 6pm in the cafeteria.  We will be re-capping our fall fundraiser and taking volunteers for a bunch of new committees, drawing for the raffle winner,  and more.  Can’t make it?  That’s OK, we will have a table set up in the book fair during conferences.  Come by and see us and sign up then.



October Meeting


Once again thank you to all who came out, our October meeting was a great success.  Below are the minutes but I wanted to highlight a few things.  First is Homecoming week is next week and we are so excited to announce our Car Smash fundraiser at the high school.  All day Friday we will have a car out in the parking lot and will be selling tickets to smash the car.  One swing for $2 or 3 for $5.  We will also have the car at the football game so feel free to stop over and see us and support the PTO!

Friday the 12th is also Grandparents day at the Elementary school.  We are looking for one or two people to help us by manning the PTO table in the entry way.  It would be from 11 until about 1.  If your interested you can message us on FB or use the contact form on here or even text one of the officers!

Don’t forget our Fall Fundraiser and Box Top Challenge kicks off on October 8th!  Watch for more information.

Last but not least the PTO is looking to collect flat rocks for a rock painting craft we will be doing at Winter Fest.  If you can collect them between now and when the snow flies we would love it!  The should be smooth stones anywhere from 1-3 inches.  Please wash as much of the dirt off as you can and you can leave them in the box in the office.

And don’t forget we will be drawing for the raffle next month.

Minutes From Our September Meeting and Ways to Get Involved

On September 10th we had our first official meeting of the school year!  Thanks to everyone who came out, it was a great turn out.  Everyone got a chance to enter into the raffle.  Didn’t come?  No biggie, there are still two more meetings to have a chance!  October 1st and November 12th.

Barnum PTO Meeting Minutes – September 2018

We will need people to help with the fall pledge drive.  This could be anything from handing out prizes during the final assembly to helping with the school wide incentives.  This year we are going to try something new where for every predetermined amount of money raised we have a school wide intensive.  Things like PJ day or movie day or an extra recess.  Having parent volunteers around will help take the extra burden off the teachers to provide these fun things.

We are always looking for new ideas for both the elementary and high school so please send those in! Don’t forget to save your box tops!  The next collection challenge will be in October, but you can send them in all year.  We also will have collection areas around the community, at the post office and bank so you can drop them off there as well.  If you know of another location please let us know, every top helps.

Proposed Bylaws 2018

Barnum PTO
Proposed 2018

The name of this organization is the Barnum Parent-Teacher Organization (PTO),
Barnum, MN. It is a locally organized PTO unit.
The articles of organization of constituent organization include (a) the bylaws of such
organization and (b) the articles of association by what ever name (in cases in which the
organization exists as an unincorporated association).
Section 1. The Purposes of the Barnum PTO are:
a. To promote the welfare of children and youth in home, school, and
b. To raise the standards of home life.
c. To secure adequate laws for the care and protection of children and youth.
d. To bring into closer relation the home and the school, that parents and
teachers may cooperate intelligently in the education of children and youth.
e. To develop between educators and the general public such united efforts as
will secure for all children and youth the highest advantages in physical,
mental and social education.
Section 2. The Purposes of the Barnum PTO are promoted through an education
program directed toward parents, teachers and the general public; are developed through
conferences, committees, projects, and programs; and are governed and qualified by the
basic policies set forth in Article IV.
Section 3. The organization is organized exclusively for the charitable, scientific,
literary, or educational purposes within the meaning of Section 501 C (3) of the Internal
Revenue Code or corresponding Section of any future Federal tax code (Hereinafter
“Internal Revenue Code”). ¹

The following are basic policies of the Barnum PTO:
a. The organization shall be noncommercial, nonsectarian, and nonpartisan.
b. The name of the organization or the names of any members in their official
capacities shall not be used to endorse or promote a commercial concern or in
connection with any partisan interest or for any purpose not appropriately
related to promotion of the Purpose of the organization.
c. The organization shall not directly or indirectly participate or intervene (in
any way, including the publishing or distribution of statements) in any
political campaign on behalf of, or in opposition to, any candidate for public
office; or devote more than an insubstantial part of their activities to
attempting to influence legislation by propaganda or otherwise.
d. The organization shall work with the schools to provide quality education for
all children and youth and shall seek to participate in the decision-making
process establishing school policy, recognizing that the legal responsibility to
make decisions has been delegated by the people to boards of education, state
education authorities and local education authorities.
e. The organization shall not enter in to membership with other organizations. A
PTO representative shall make no commitments that bind the group that s/he
represents without prior organization approval.
f. No part of the net earnings of the organization shall inure to the benefit of, or
be distributable to its members, director, trustees, officers, or other private
persons except that the organization shall be authorized and empowered to
pay reasonable compensation for the services rendered and to make payments
and distributions in furtherance of the purposes set forth in Article III hereof.
g. Notwithstanding any other provision of these articles, the organization shall
not carry on any other activities not permitted to be carried on (i) by an
organization exempt from Federal income tax under Section 501 C (3) of the
Internal Revenue Code, or (ii) by an organization, contributions to which are
deductible under Section 170 C (2) of the Internal Revenue Code.
h. Upon the dissolution of this organization, after paying or adequately providing
for the debts and obligations of the organization, the remaining assets shall be
distributed to one or more non-profit funds, foundations, or organizations
which have established their tax exempt status under Section 501 C (3) of the
Internal Revenue Code.

I. Barnum PTO shall maintain general liability insurance and bonding insurance
each year in service.

Section 1. The Barnum PTO shall:
a. Adhere to the Purposes and basic policies of the PTO.
b. Have bylaws approved according to the procedure set herein. See Article XIII.
Section 2. This PTO shall keep such permanent books of account and records as shall be
sufficient to establish the items of gross income, receipts, and disbursements of the
organization including, specifically, the number of its members, and the dues collected
and/or earned from its members. Such books of account and records shall at all
reasonable times be open to inspection by any member of the Barnum PTO.
Section 3. Only Members of the Barnum PTO who have a current membership may
participate in the business of that association.
Section 4. Bylaws of the Barnum PTO shall include a provision establishing a quorum.
See Article IX Section 4.
Section 5. A local PTO may surrender its charter and conclude its business in the
following manner:
a. The Elected Officers or other body that, under its bylaws manages the
business of the Barnum PTO shall adopt a resolution recommending that
the PTO be dissolved and directing that the question of such dissolution be
submitted to a vote at a special meeting of members having voting rights.
Written or printed notice stating that the purpose of such meeting is to
consider the advisability of dissolving the local PTO shall be given thirty
(30) days prior to the date of such meeting.
b. Written notice of the adoption of such resolution, accompanied by a copy
of the notice of the special meeting of members, shall be given to the
Barnum PTO members and the Barnum School Board.
c. Only those persons who are members in good standing, of the local
Barnum PTO, on the date of the adoption of the resolution and who
continue to be members in good standing on the date of the special
meeting shall be entitled to vote on the question of dissolution.
d. Approval of the dissolution of the Barnum PTO shall require the
affirmative vote of at least two-thirds of the members present and entitled
to vote at the special meeting. The required quorum is that established by
the local unit bylaws.’

e. Written notice of approval of dissolution shall be given to the Barnum
School Board and made public within ten days of affirmative vote.
Section 1. Membership in this PTO shall be made available without regard to race, color,
creed, or national origin.
Section 2. This PTO shall conduct an annual enrollment of members at its August
meeting but may admit persons to membership at any time thereafter.
Section 3. Each member of this PTO shall pay such annual dues to said organization as
may be prescribed by the organization.
Section 4. The Barnum PTO membership year extends from August 1 through July 31.
Section 5. To become a voting member of the Barnum PTO, you may:
a. Pay a $5.00 membership fee per membership year.
b. Accept election to an officer position. (Membership granted for term of

minimum of six months prior to taking office.
Section 2. The officers of this organization shall consist of a president, vice-president, a
secretary and a treasurer.
Section 3. Nominations for officer positions will be accepted at the March and/or April
meeting of the election year.
Section 4. Officers shall be elected by ballot in the month of May. If there is but one
nominee for any office, election for that office may be by voice vote.
Section 5. President and Secretary terms shall begin at the August meeting of odd
numbered years. Vice-President and Treasurer terms shall begin at the August
meeting of even numbered years.
Section 6. Officers shall assume their official duties at the beginning of the August
meeting and shall serve for a term of two (2) years or until their successors are

Section 7. A person shall not be elected to serve more than three consecutive terms in
the same office. This shall be waived after a three (3) month period of time in
which no interested party has come forth to serve.
Section 8. A vacancy occurring in any office shall be filled for the unexpired term by a
person elected by a majority vote of elected officers, notice of such election
having been given. In case a vacancy occurs in the office of president, the vicepresident
shall serve notice of the election.
Section 1. The president shall:
a. Preside at all meetings of the association;
b. Perform such other duties as may be prescribed in these bylaws or assigned by the
c. Be an ex officio member of all committees;
d. Coordinate the work of the officers and committees of the association in order
that Purposes may be promoted;
e. Have a current copy of the bylaws.
Section 2. The vice-president shall:
a. Act as an aid to the president;
b. Upon notice shall perform the duties of president in the absence or inability of
that officer to serve;
c. Perform such other duties as may be assigned by the association;
d. Have a current copy of the bylaws.
Section 3. The secretary shall;
a. Record the minutes of all meetings of the association;
b. Be responsible for updating all amendments to the by-laws within 20 days;
c. Perform other duties as assigned by the association;
d. Have a current copy of the bylaws;
e. Maintain copies of all meeting minutes, treasurer reports, and funding requests;
f. Maintain a copy of the current membership.
Section 4. The treasurer shall;
a. Have custody of all the funds of the association
b. Keep a full and accurate account of the receipts and expenditures;
c. Make disbursements as authorized by the voting membership in accordance with
the budget adopted by the association;

d. Have checks or vouchers signed by one authorized person. Those authorized
persons shall be the Treasurer and President.
e. Provide a financial statement at every meeting of the association and at other
times when requested by the elected officers;
f. Make a full detailed report at the August meeting at which new officers officially
assume their duties;
g. Provide, at each monthly meeting, a reconciled copy of the most recent month’s
bank statement to be reviewed and initialed by the President or Vice President;
h. Have the accounts examined annually by an auditor and/or an auditing committee
of not fewer than three members, who, satisfied that the treasurer’s annual report
is correct, shall sign a statement of that fact at the end of the report;
i. Perform other duties as assigned by the association;
j. Have a current copy of the bylaws
Section 5. All officers shall perform the duties outlined in these bylaws and those
assigned from time to time. Upon the expiration of the term of office or in case of
resignation, each officer shall turn over to the president, without delay, all records, books,
and other materials pertaining to the office, and shall return to the treasurer, without
delay, all funds pertaining to the office.
Section 1. Regular meetings of the association shall be held on the 1st Monday of each
month, except the month of July and days that school is not in session. In those months
(excluding July) the meeting shall be held on the Tuesday following. June and August
meeting dates shall be determined by the officers at the May meeting. The association
may change the date and time of the regular meeting if sufficient prior notice is given.
Section 2. Special meetings of the association may be called by the president or by a
majority of the members, five (5) days notice having been given.
Section 3. The election meeting shall be held in May.
Section 4. Five (5) members shall constitute a quorum for the transaction of business in
any meeting of this association.
Section 1. Only members of the association shall be eligible to serve in elected or
appointed positions.
Section 2. The local PTO may create or eliminate such standing committees as it may
deem necessary to promote the Purposes and carry on the work of the association. The
term of each chairperson shall be one (1) year or until the selection of a successor.

Section 3. The chairperson of each standing committee shall present a recap of their
event in writing to the membership at the next monthly meeting following completion of
the event.
The fiscal year of this association shall begin on August 1 and end on the following July
The rules contained in the current edition of Robert’s Rules of Order Newly Revised shall
govern the Barnum PTO in all cases in which they are applicable and in which they are
not in conflict with these bylaws. A copy of Robert’s Rules of Order Newly Revised shall
be made available to all incoming officers.
Section 1. These bylaws may be amended at any regular meeting of the association by a
two-thirds vote of the members present and voting, provided that:
a. notice of the amendment has been given at the previous regular meeting or in
writing thirty days prior to the meeting at which the amendment is moved,
b. a quorum has been established at the meeting, and
c. a copy of the revised bylaws shall be sent to all officers within 20 days of
Section 2. A volunteer committee may submit a revised set of bylaws as a substitute for
the existing bylaws. The requirements for adoption of a revised set of bylaws shall be the
same as for an amendment.
Note 1-
Limited expectations may apply for a PTO which, before June 1988, was recognized by
the Internal Revenue Service to be tax exempt under Section 501 C (3) and any
organization subsequently formed there under.
